Hay was back in Washington in the fall of 1903 and brought resolution to an issue of long standing in American diplomacy. On November 3 that year, Panama revolted against its Colombian overlord. This was neither objectionable nor less than a happy surprise to Americans, who had determined in the Hay and Pauncefote Treaty that the canal to cut across Central America would be in Panama. Philippe Bunau-Varilla, mastermind of the revolution, came to Washington two weeks later and sat with Hay and Adee in the reception room at the State Department. Hay hurried the negotiations between the caudillo and administration officials over lunch, turning the preparation of the documents entirely over to Adee. The second assistant secretary had been working on drafts already for several years.15 At 7:00 P.M. on November 18, 1903, Adee carried the treaty across Lafayette Park to Hay’s house, where the secretary of state brought out a treasured memento, Abraham Lincoln’s pen, and scratched his signature.
